City council to try new methods to let public attend, speak on local issues - Chico Enterprise-Record

CHICO — The first regular Chico City Council meeting to allow the public to attend since March 25 will take place Tuesday at 6 p.m.

The council voted unanimously Tuesday to amend the city’s emergency resolution and allow people to attend if masked and keeping social distancing while entering the Chico City Chambers to attend the meeting. Mayor Ann Schwab said Tuesday this meeting will also be kept shorter to test a new way of allowing the public to engage in person.

Business from the floor will be opened to all present to address the council in person for the first time.

City Manager Mark Orme requested the council review the current emergency resolution which was introduced March 25 regarding COVID-19, due to new changes in restrictions and the state of emergency, and change language if needed. As the council is allowing the public to participate at city public meetings in person, the attached resolution will serve to record such action and amend the Resolution 20-20.

The council will also consider creating administrative fines for violating the city’s municipal code. According to City Attorney Andrew Jared, various resolutions have established fines for specific sections over the years. No default fine amount exists and the resolution would set a default fine amount and subsequent fine amounts applying to any violation where there is not already a stated fine.

The public and council will also hear drafted new language regarding the Chico Certified Farmers Market Franchise agreement after the council directed staff to continue with the development of a franchise agreement.

Approving a subdivision located north of Lassen Avenue by Morseman Avenue will require the property owner to provide a means for funding the future replacement and annual operation and maintenance costs of public improvements.

The council will also hear a recommendation for an appointment to the Property Improvement District’s board of directors and of the district’s Management District Plan.

Councilor Karl Ory has also requested to discuss Annie’s Glen in Bidwell Park.

Approval items

The council will also decide whether to consent to:

  • Refunding fees for Outdoor Cafe and Street Closure permits for businesses impacted by city allowance of using outdoor dining areas as the City issued Emergency Order 2020-002;
  • Accepting report of unclaimed property and bicycle donations for 2019-2020;
  • Authorizing Orme to enter into an agreement to reimburse developers for the construction of a neighborhood park within the Northwest Chico Specific Plan area;
  • Approving Orme’s execution of grant agreement between city and Habitat for Humanity of Butte County using Community Development Block Grants funds for low income housing project on Mulberry Street.

The regular meeting will take place 6 p.m. Tuesday at 421 Main Street in Chico.
